Oxbow Lake Cottagers’ Association Annual Meeting
Saturday, July 2, 2011, 10:00 am, Interlaken Fire Hall 1)Following coffee and timbits at 9:30 am, the Vice President, Angie Heydon, opened the meeting at 10am, welcoming the 55 members present including first time attendee from Scott Lane, Jane Howard. A moment of silence was observed in memory of lake members who passed away this past year: Helen MacRae, Penny House and Allan Wingfield. 2)Special Guests Mayor Bob Young commented on the recent tax notices received that include his letter with highlights of the first 6 months. He is proud of the Council and their efforts to work together. The deficit issue has been addressed and one of the changes is the separation of the chief administrator officer duties and the treasurer. The roads and ongoing maintenance continue to be a challenge. One new idea to be implemented is the selection of a key topic to talk about at each council meeting. Mayor Young also pointed out that, in an effort to communicate better with residents, you may, if you wish, send your email address to [email protected]. The tax increase (total up 3.5%) has a one-time charge to eliminate the deficit. There will be a Building Info Night in Dwight at the Dwight Community Center July 11, and 14 in Baysville on what’s required and other pertinent info. (Double check the date and time with the township if you are interested in attending). Regarding internet service, the NCN mandate ended last year for expanding. More cellular coverage is being worked on presently for our area – Rogers being the willing one. Another topic being looked at is the present two-tier government (district and township) which is costing a lot of money as opposed to a one-tier. This is a longer term investigation. Meanwhile, Mayor Young encourages anyone to call if there is an issue. He hopes to be more active on his website www.lobmayor.ca. District Councillor Shane Baker expressed thanks for the support in the past election (fall 2010) and for the collective effort in the spring cleanup on Limberlost and township roads. He also thanked the volunteer fire fighters for their continued service. Limberlost Road work is funded through District expenses including the Sinclair transfer station (the dump!). Shane’s Newsletters are available both in print and via email. There is a Fire Service Review being completed by October and there are many importance reasons to us all to have our Station 50 Fire Hall. Volunteers are needed to maintain this service. Finally the speed limit on Limberlost Road will increase from 60 to 80 between Fieldale and West Oxbow Lake Road. Township Councillor Ginny Burgess thanked Lynda, Larry and Bruce who are on her advisory committee. Lake and area representatives on this committee bring concerns and local issues to this group for discussion. Ginny noted that the Oxbow roads received 40% of the new gravel distributed by the township last fall. Everyone is invited to call or email if you have any concerns. Questions/Comments by lake members •Sinclair Transfer Station has been calcium treated along with other area roads to keep the dust down. •The Township is to be complimented on the excellent gravelling/maintenance job on all 3 Oxbow Lake Roads. •Winter plowing is an ongoing issue and continues to be in review. 3)Secretary’s Report – Lynda Arnold Motion – Lynda Arnold, Claudette McRobbie That the minutes of the Annual Meeting 2010 be accepted as published. Carried 4)Lake Stewart’s Report (see the separate report) – Angie & Peter Heydon This information contains pointers to remember to live lightly on the lake and to post on your fridge. It was noted that logs have been dumped at boat ramp. If anyone knows who is doing this, you are encouraged to talk to the ones involved or let the executive know. 5)Huntsville Lake of Bays Lakes Council – Tonia Di Sabatino – no report 6)Roads Report Bruce expressed appreciation for the much-needed new gravel from last year on the Oxbow Roads. There was a wash out on East Arm and quickly tended to by the township. There are new culverts needed to prevent this. Otherwise the roads are in great shape with no bog areas this spring. If there are rocks on the road following grading, please kick them off. 7)Upcoming Summer Dates – Friday, July 29, 2011 – Oxbow Lake Golf Tournament, 12:00 noon at the Grandview Executive Course – Bruce Cameron is organizing and has a signup sheet. Saturday, July 30, 2011 – Oxbow Lake Social, 4:00 pm – at the Manuel’s, 1431 West Oxbow Lake Road – adults only – Claudette McRobbie is organizing. An email has been sent out to past volunteers and there is a sheet for helpers to sign up. – $15/person Sunday, July 31, 2011 – Oxbow Lake Regatta 1:30 pm – on the shores of Oxbow Lakeside Community Club – Angie & Peter Heydon are coordinating, and looking for help with the activities. Wylies are preparing the coveted birch bark medallions. There will be canoe and kayak, pedalboat and events for all. They are looking for a teen event organizer. Saturday, August 13, 2011 – Roast Beef Fund Raiser BBQ (sponsored by Tasso, Toad, Camp and Blue Lakes) for the Interlaken Fire Hall & Huntsville District Memorial Hospital, 1118 North Tasso Lake Road, 5 pm, $20 ($25 at the door if not sold out). 8)No-wake zone Larry reported that a new sign has been posted at boat launch from Transport Canada. This ruling is not new. Through the narrows must be a maximum of 10 km. Gary drew attention to the ruling for those water skiing, that you must launch out perpendicular to your property. There is $250 proposed in the budget for signage. A discussion followed on how many signs might be used and where to put them. A sign will be posted on cottage board and digital copies will be included with the next email to all cottagers and if possible to all cottages (even non members). Printed signs were available at this meeting for everyone to take and put in the cottage for reminders to themselves and their guests. Motion – Bruce Cameron, Howard Cambray Be it resolved that a bigger sign be posted at the boat launch and the situation be monitored for the coming year. Carried 9)Treasurer’s Report – Diana Leicht Motion – Diana Leicht, Gary Lachance That the Treasurer’s Report and the 2011–2012 budget as presented be accepted. Carried Presently there is a healthy balance in the account and the executive would like to maintain this for unforeseen items. This year we are in excess of our predicted income. The OLCC expressed thank you for the appreciation gift line in the budget and noted that they enjoy having us for the lake Regatta. 10)Neighborhood Watch Listing (Oxbow cottage contacts) – Lynda Arnold – An update sheet for June 2011 is available. Be sure to inform Lynda of any changes to your contact information. The update list is also available electronically (by email) upon request. Although her husband Paul is recovering from recent surgery, he still wanted to have his fireworks display. Much appreciated by all Oxbow Lake cottagers! b)The Camp and Lake Association presently have a peaceful coexistence. c)East Oxbow name board, at this point does not seem to have a consensus for a need for this. d)East Oxbow Road hiking trail – John Scarfe informed all that the hiking trail at the end of East Oxbow Road has a pathway crossing private property. It is requested that no motorized vehicles use this. e)Station 50 Fire Station – Murray Arnold expressed his thanks for the generous donation from the Lake Association. There are a few items that this will help fund including the transfer panel installed recently and a generator yet to be purchased. He also mentioned that all 911 numbers must be clear of shrubbery, trees and limbs to be easily visible for responders and that laneways should be accessible to the fire trucks should they need to drive down with these larger vehicles. f)211 – Lynda Arnold reported that this is a phone number available for all ‘When you don’t know where to turn.’ 211 helps people find the right community and social services. It is free, confidential and a ‘live’ person will respond 24/7. g)Lynda Arnold extended a thank you to Vice President Angie Heydon for chairing the meeting in the President Jim Vigmond’s absence. 13)Adjournment at 11 am! – Motion: Gary Lachance, Claudette McRobbie
