Annual General Meeting Minutes – June 29, 2013
Oxbow Lake Cottagers’ Association Interlaken Fire Hall 1.Introductions and Welcome – The President, Angie Heydon welcomed approximately 40 people in attendance to a Happy Canada Weekend, including special guests, Mayor Bob Young, District Councilor Shane Baker, Township Councilor Ginny Burgess, and Lake of Bays Station 50 Acting Captain, Murray Arnold. A moment of silence was requested for Margie Coates who passed away this year. 2.Special guests: Mayor Bob Young informed the gathering that while extensive flooding occurred in the region, no one was at risk. Unfortunately, those seasonal residents are not eligible to file a claim for any damages to their cottages. The road repairs were completed in about 7 days after the flooding. The budget is on track and the Township Office is undergoing personnel changes with those currently in the office promoted into new positions. A Bell Cell Tower 100m/340’ may be located by Limber lost Rd. and Billie Bear Rd. with completion by this winter. Shane Baker informed the cottagers and guests that there have been a number of negative comments made about the new Sinclair Transfer Site and some revisions will be made. You can also drop off your liquor/beer bottles beside the reuse centre. This is sponsored by the Huntsville Knights of Columbus. Shane left a number of hand outs on Stewart’s Guide Series. He said a new organization called friends of Muskoka Watershed Association may be something our association wants to consider being part of. A New Volunteer Community Group called HOLD (Hillside, Oxtongue Lake, Dwight) has been formed to promote this corridor along Hwy. 60. The new burning by-law passed this year has $300.00 fines for violations. Presently no day time burning allowed. There are several meetings this week in Dwight and Dorset to discuss the use of ATV’s. Ginny Burgess thanked the Sinclair Advisory Committee (Lynda, Bruce, Larry) for their help this past year. Last year, a very successful fund raiser was held at the Burgess property. The new Fire Rescue vehicle is now at Station 50 and ready for serve. Ginny thanked all the cottagers and lake associations for their donations to make this possible. The Sinclair Bridge was washed away by flooding but advised it can be fixed as opposed to replaced. It is operational at this time. Bruce Cameron thanked Steve Peace, LOB Roads for repairing the West Oxbow Road in a timely manner. Question for special guests: Can the boat launch be graded? Although a direct answer could not be provided it has become part of an action plan by Shane to examine. He said that he would contact Parks Canada to see if they would possibly do the grading on the boat launch. Angie Heydon thanked all the special guests. Murray Arnold, Acting Captain of Interlaken Fire Hall asked cottagers to cut tall grass around their fire sign numbers so that emergency vehicles can easily find the proper addresses in case of an emergency. 3. Motion that the Annual General Minutes from July 2012 be approved as distributed. CARRIED. 4. 2012-2013 Treasurer’s Report – Diana Leicht distributed and reviewed this with the cottagers. Proposed that Cottage dues for this year remain at $40.00. These can be mailed/etransferred per address/directions: http://www.oxbowlake.org/info/14/ or dropped off at Diana’s or Arnold’s. Motion to approve budget and dues. CARRIED. 5. Lake Stewart’s Report – Angie and Peter Heydon has been monitoring this for quite some time. They are looking for volunteers to take on this role. At present, good quality water. Question from floor: What does the job entail? Angie stated that it means to become knowledgeable about the surrounding environment, FOCA, etc. As an example, she mentioned the Giant Hog Weed which is toxic. Gary Lachance is a certified sprayer for Muskoka and has been treating this weed in Muskoka. It grows about 8-10’ with a white cauliflower head. 6. Roads Report – Bruce Cameron reported that the roads have been graded and dusted. Road work was 2-3 weeks late due to flooding. Angie thanked Bruce, John L., Bill and Gary. The LOB Township granted W. Oxbow Lake Rd. a partial subsidy towards winter plowing. 7. Upcoming Summer Dates: a) Saturday, June 29th at 10pm. Fireworks by the Singleton’s. Paul suggested that cottagers keep their dogs inside the cottage. He also welcomed all to visit him if they were interested in seeing his fire work display. b) Oxbow Lake REGATTA will begin at 1:30 pm, Sunday, August 4th on the shores of the Oxbow Lakeside Community Club (the Lodge). If you can help out, please contact Angie or Peter Heydon. c) Oxbow Lake Social will be ‘Cocktails with the Vigmonds’ on Saturday, July 20, 2013 from 5:30-7:30 pm – Please bring an appetizer and whatever you would like to drink. 8. No Wake Zone and Signage – Wake signage seems to be having an effect on boaters to be more responsible in regards to the ‘no wake’ zone between the narrows by OLCC. New boat launch sign posted by J. Lilly last November. Bruce stated that 4 new marker buoys had been installed this year. If you see a marker upside down, please right it upside. 9. Updates: Lynda Arnold informed the group that a swim raft was secured at the public boat launch. This was claimed by Don Fleck. Lynda announced that the Huntsville Forester is now free and available at Fieldale or Walkers Lake corners on Thursdays. The Weekender is available for free on Wednesdays. There was a bear reported sighting on West Oxbow Lake Rd near the boat launch opening. Cottage Contact Directory – Lynda stated that if you have changed your contact information, please advise her a.s.a.p. by email. An updated contact listing will be emailed/mailed upon receipt of lake dues. 10. East Arm Rep – Special thanks from Angie to Bill Thompson for years of being the East Arm Rep. New rep will be Karen Vigmond. 11. New Business: 2013 Directors and Executive for OLCA. Other Business Mary Ann Raidel noted a survey from the District of Muskoka for permanent and seasonal cottagers to provide necessary information to the township to assess services, etc. The deadline is for June 30th. 13.
